Limited Nuclear Test Ban Treaty enters into force

In the shadow of the Cuban Missile Crisis, another October date marked a different kind of strategic turning point. On October 10th, 1963, the Limited Nuclear Test Ban Treaty entered into force, prohibiting nuclear weapons tests in the atmosphere, outer space, and underwater. Though underground testing continued, this agreement reduced radioactive fallout that had affected civilians and service members alike during earlier test series. For the United States military, the treaty signaled a recognition that nuclear weapons had environmental and political costs beyond their deterrent value. It also showed that even bitter Cold War adversaries could find narrow areas of cooperation when mutual interests aligned. While modest compared to later arms control efforts, the treaty helped shape a world where nuclear competition had to be balanced with public health and global opinion.
